with this version of the chroma can i rotate the gimbal when in the air

With part number BLH8680 you can not control the camera this is simply a fixed mount for a GoPro camera.
with the other version with the ST controler can you control it then

Yes, that is correct, those versions will allow you to control the entire gimbal.
