Does the Radian Pro BNF come with everything needed to fly including the Transmitter?

The BNF will not include the transmitter, but everything else.

Unfortunately there is not a RTF version offered.
What do you recommend in terms of an RTF for a beginner sailplane for a 13 year old

Unfortunately there isn't from Horizon an RTF sailplane begginer setup. The Radian Pro would be a good option, you would just need to look into getting a transmitter as well. Which in the long run would be a better setup as you would have a good transmitter for down the road.
I see. Is there a cheaper begginer option, because the Radian Pro seems the most expensive.

You can get the Apprentice S 15e RTF for $269.99 RTF or the Super Cub S RTF for $199.99

The standard Radian is a littel cheaper.
which transmitter do you recommend

The best bang for your buck would be the DX6, but if you are still needing a good lower cost option the DX6i would still get the job done for you.
